Development of an infection prevention and control (IPC) program at the national level is a necessary prerequisite for effective prevention of healthcare-associated infections (HAI). Current conditions create an urgent need to form a sustainable model of a national program that would be able to solve existing challenges in IPC and create the prerequisites for further development of the program in Ukraine.
Aim – is to study the prerequisites for the creation, scientific substantiation and coordination of key structural components of the conceptual model of the national IPC program in Ukraine.
Materials and methods. The study was conducted in 2024-2025 using a comprehensive approach that included a systematic analysis, bibliosemantic method, expert assessments, sociological surveys and unstructured interviews. A review of the literature and international recommendations was conducted. 15 interviews with key experts and a questionnaire survey of 110 specialists from different levels of medical care were conducted. The results were integrated using the expert consensus method until ≥75% agreement was achieved.
Results. It was found that international models of IPC do not fully correspond to the Ukrainian context. 99% of experts supported the inclusion of financing, 97% — coordination and guidelines, 98% — education on IPC, 93% — monitoring, 83% — civil society participation. A conceptual model of the national IPC program was formed, containing two main (coordination, financing), three connective (education, guidelines, monitoring) and one integral element (civil organizations), consistent with the WHO global strategy.
Conclusions. Based on the results of the work, it was possible to formulate and substantiate a conceptual model of the IPC program in Ukraine, which includes the main elements: Coordination and Financing of Infection Control, connective elements: Pre/Post-Graduate Education, Guidelines and Monitoring of Infection Control, and an integral element: Civil Society and Professional Associations.
