Socio-medical aspects of palliative and hospice care developing in Ukraine in terms of the health care system reform

Objective: medical and social analysis and definition of organizational aspects of the current state and priority directions of development of palliative and hospice care (PHC) in Ukraine in terms of the health care system reform. 
 

Materials and methods. We used in domestic and foreign scientific literature, domestic and international legal documents, medical statistics, and applied information-analytical, comparative content analysis, statistical, systematic approach methods. 
 

Results. The features of currant medical and demographic situation in Ukraine is the rapid aging of the population, a high level of morbidity and mortality from cancer and serious complications of chronic non-communicable diseases, a significant spread of HIV/AIDS, tuberculosis, hepatitis «B» and «C» the consequences of the Chernobyl accident and so on in recent decades. During 2014 in Ukraine there was a significant number of disabled people among the wounded in the area ATO. This requires the creation and development of multidisciplinary and intersectoral available system PHC in need of residential institutions PHC, coordination of institutions and agencies that are subject to various ministries and departments, the introduction of training on PHC issue and involvement of primary health care specialists to palliative care at home. 
 

Conclusions. The state of PHC development in Ukraine is unsatisfactory. Modern European model of PHC is highly specialized and knowledge-intensive industries of medicine and public health, which requires high-tech equipment and modern effective drugs, special educated and trained medical personnel, and, of course, the funding and regulatory support of the Government of Ukraine and the whole society.
